Mr. William Ryder
Board Chair

Mr. Ryder holds a BS in Transportation, which he received from the US Merchant Marine Academy.   He served for 21 years in the U.S. Navy, leaving the service with the rank of USNR – Commander. 

Mr. Ryder was credited with the evacuation of approximately 30,000 individuals from Viet Nam in his civilian role of Acting Chief of Military Sealift Command Office - Viet Nam.  He received the Award for Outstanding Civilian Service from the Secretary of Navy.  When Mr. Ryder retired he became Deputy Director of International Traffic for Military Traffic Management Command – Western Area.   He has also held significant positions in private and government entities.  He managed an Employee Assistance Program with focus on Alcohol and Drug Abuse.  He has served as a Guardian Ad Litem since 1995.  He is active in the community and has been on the Brevard Family Partnership board of directors since October, 2005.  He served one year as the board vice chairman and currently serves as Chairman of the Board.


Ms. Helen Voltz
Brevard County Appointee, Board Vice Chair

Ms. Voltz holds an AA degree in Business Administration, an AS degree in Nursing as an R.N., a Bachelors degree in Professional Administration from Barry University and received her MBA from Webster University.  Ms. Voltz has worked as an R.N. since 1992 in various positions and is currently working in the Baker Act Unit, which is a crisis stabilization unit, at Circles of Care. Her business experiences included a position with Arrow Electronics as the Operations Manager and she also has owned her own restaurant.  Ms. Voltz is connected to her community and has held several local governmental positions including: campaign manager for a Congressional candidate; one term on the Palm Bay City Council; and as a Brevard County Commissioner for eight years.  Ms. Voltz has been active in the community in supporting child and youth advocate organizations.  She is currently a board member with the South Brevard Crime Committee working on solving youth crime in the S. Melbourne community. Ms. Voltz has been a member of the Brevard Family Partnership board of directors since 2003.


Mr. Stockton Whitten

Board Treasurer – Brevard County Appointee

Mr. Whitten is a native of Jacksonville, Florida and was educated in the Duval County Public School System. He earned both his undergraduate and graduate degrees at the University of Florida.
Mr. Whitten has been employed by Brevard County since 1994 and has been the Assistant County Manager for the Management Services Group since 2000. Prior to coming to Brevard County he worked for Broward County Government. He also has interned with both the City of Gainesville and Alachua County Governments. In total Mr. Whitten has over 18 years of experience in local government.  He was a member of the advisory board prior to the establishment of Community Based Care of Brevard, Inc. (May 2003) and since has served on the board in the capacity of Treasurer.


Mr. Melton Broom

Mr. Broom served his country in the U.S. Navy and retired as Senior Chief Yeoman.  His work experience after his military retirement includes supervisor in accounting for the City of Miami Beach.  He served in numerous capacities during his career with General Development Corporation and retired in 1990 as assistant vice-president and director of operations for two Florida Counties.

Mr. Broom joined the Brevard Family Partnership board of directors in April 2007.  He has a long history of community activism and involvement including serving as the Mayor of Palm Bay from 1993 to 1996.  He serves on numerous community boards, including Space Coast Early Intervention Center, United Way of Brevard County Council of Advisors, and the Palm Bay Community Hospital Advisory Committee.


Ms. Irene Burnett

Ms. Burnett has dedicated her life to serving children and young adults.  She holds a bachelors degree in Special Education and an MBA in Education.  After spending several years teaching, Ms. Burnett focused on the more global human service needs in her community.  After conducting evaluations of community needs and gaps in services and delivery systems, Ms. Burnett became the executive director for Brevard County Community Mental Health Centers and Mental Health District Board XII.  She was appointed by then Governor  as the first District Administrator for the Florida Department of Health and Rehabilitation Services for Brevard, Orange, Seminole and Osceola Counties. Ms. Burnett has remained active in her community, advocating for and supporting those in need. Recent honors include xxxxx awarded by the Florida Coalition For Children.  In 1993 she was awarded the “Marjorie Olsen Child Advocacy Award, and in 1992 she was named Citizen of the Year by the local chapter of the National Association of Social Workers.  She joined the Brevard Family Partnership board of directors in January 2007.


Ms. Leigh Holt
Brevard County Appointee

Ms. Holt has a BS degree in Journalism and holds an MBA from the University of Dallas.  She was appointed to the Board June 2007.  She presently serves as the government relations manger for the Brevard County Government.  Ms. Holt was staff to the County and TIP (Together In Partnership) and an active participant during the developmental stages of the Agency and its System of Care.  Her prior experience includes numerous community organizations, including the role of vice president for Community Building with United Way of Brevard County for three years.  She held the position of executive director for Drug--Free Communities in Bradenton, Florida for over four years and served as the vice president of operations for Junior Achievement in several states.


Judge Kelly McKibben

Judge McKibben holds a Bachelors Degree in Psychology and a Juris Doctor Degree.  Her legal career has included roles as the senior/supervising attorney for Child Welfare Legal Services for approximately three years and the managing attorney for District 7, Child Welfare Legal Services for four years.   For two years she served as chief legal counsel/deputy chief legal counsel for District 7. Judge McKibben was involved with TIP (Together In Partnership) in the development of the Agency and its System of Care and is a strong advocate for children.  Her community involvement includes two years as a member of the operations board for the Children’s Advocacy Center of Brevard and five years as a member of the Friends of the Children’s Advocacy Center for Brevard.  In 2006 she received the Davis Productivity Award for her work with the Florida Department of Children & Families.  In 2001 she also was awarded this honor for the Special Operations Response Team which focused on achieving permanency in a more timely manner for many foster children in Orange County. She received the Outstanding Performance Team Award in 2005, for the District 7 Legal Leadership Team.  She joined the Brevard Family Partnership board of directors in January, 2008.


Mr. Leo Roselip

Mr. Roselip has lived in and served Brevard County for over 27 years.  After a successful management career of 38 years with J.C. Penney Company, Mr. Roselip “retired.”  He currently is the director of facilities for Community Educators Credit Union.  He has served as the president and CEO for Habitat for Humanity in Brevard County and as the chief professional officer for the Boys and Girls Club of Brevard.

Mr. Roselip was involved in the early stages of the development of Community Based Care of Brevard and was a member of the TIP (Together In Partnership) subcommittee which worked diligently to develop the System of Care and this Agency.  He has served on the Board since May 2003, including serving as the board Chairman since for over one (1) year.  He is an active member of the community and has received numerous honors and awards including: FLORIDA TODAY Citizen of the Year; Melbourne-Palm Bay Chamber of Commerce Service Award; Children's Home Society Advocate of the Year; The Children's Hope Award; Brevard County Board of County Volunteer Resolutions; and Child Advocate award, serving as Chairman of  the Board of Brevard Family Partnership.
